The Town of Greig is soliciting proposals from qualified Consultants to prepare a comprehensive update to the Town’s Zoning Law. This project is funded through the New York State Department of Environmental Conservation (DEC) Adirondack Park Community Smart Growth Grant Program. The DEC contract period with the Town is anticipated to run from April 1, 2026 through March 31, 2029; however, the Town anticipates completing the project within 12 to 18 months of contract execution. In 2024, the Town was awarded funding through this program to develop its first Comprehensive Plan, which is anticipated to be adopted in April 2026. The Zoning Law Update will be guided by and implement the goals, policies, and recommendations of the Comprehensive Plan. Updates to zoning administration, including application materials and Planning Board Standard Operating Procedures (SOPs), will also be included to support effective and consistent implementation. The Town invites qualified Consultants with demonstrated experience in zoning and land use regulation to submit proposals for this project. A Zoning Advisory Committee will be established prior to contract award and will serve as a steering committee throughout the planning process.
DASNY (Dormitory Authority of the State of New York) is New York State's facilities finance and construction authority. DASNY provides financing and construction services to public and private colleges and universities, not-for-profit healthcare facilities and other institutions which serve the public good. The Office of Environmental Affairs is responsible for DASNY's compliance with the State Environmental Quality Review Act and State Historic Preservation Act for all bond financings, construction projects, and grant projects.

This effort represents an important next step in implementing the City’s recently adopted ADU legislation. The purpose of this initiative is to reduce barriers to small-scale housing development by providing residents with access to a high quality, code compliant ADU plan that has undergone advanced review. By streamlining the design and permitting process, the program is expected to reduce project timelines, lower design costs, and encourage broader utilization of ADUs citywide.
Through this RFP, the City will select a qualified design professional or team to develop one or more prototype ADU designs, including a “City of Ithaca Public ADU Design” that will be made available to residents at no cost. These designs will be reviewed for compliance with zoning, building code, and site plan requirements prior to being made available for use.
This initiative is supported by City capital funding as well as grant funding from Tompkins County and is part of the City’s broader efforts to address housing availability, affordability, and access.
