Description The Town of Tonawanda, located in northern Erie County, New York, is a first ring suburb of the City of Buffalo with an approximate population of 73,000 residents. With over 5 miles of waterfront access along the Niagara River and an evolving industrial corridor, the Town of Tonawanda is certainly in a prime position to continue to grow as a municipality. The Town is in need of a qualified and experienced individual to command the Planning and Development department and lead the continued success and economic development of the region.
Typical Work Activities
Prepares applications for and submission of requests, follows through on approval and utilization of funds/grants/aids received;
Studies and collects data on Federal, State and private agency aid programs and presents recommendations to the Town Board for consideration;
Organizes and directs community development planning projects in such areas as potential land use, population distribution, transportation, housing, utilities and recreational area sites;
Provides coordination assistance for project activities including planning , design and construction of multifaceted projects;
Provides expertise in the areas of project financing and federal grants procedures for housing programs, land acquisition and land use regulatory controls, interprets master plans and develops planning projects designed to aid with the implementation of such plans;
Confers with community groups to discuss, evaluate and advise on Town plans or projects, as required;
Serves as liaison between the Town, residents, and private developers which may constitute leading public hearings, organizing meetings and analyzing consensus on land-use projects;
Evaluates various types of plan and project proposals to insure zoning and other parameters are in compliance with all municipal, state and federal regulations;
Attends and participates with required organizations such as SEQR Committee, Planning Board, Zoning Board of Appeals, and the Complete Streets Committee. Duties may include coordination with other agencies or municipalities, preparation of meeting agendas, and providing supporting documents and materials necessary for the projects being discussed and planned;
Coordinates with other Town departments on internal municipal projects and external development opportunities, consults on legal and zoning requirements, ensures infrastructure alignment, establishes environmental and park integration, and performs financial forecasting;
Furnishes technical advice to the Town Board regarding industrial development and manufacturing procedures and their impact on the Town;
Directs the creation of, and updates as necessary, the Town’s comprehensive plan, neighborhood plans, housing strategies, transportation layouts and collaborates with the Town Board on overall economic development goals;
Manages department staff, sets performance goals, and builds the annual operating budget.
Minimum Qualifications: Either,
a)
Graduation from a regionally accredited or New York State registered four-year college of university with a Bachelor’s Degree and two (2) years of administrative experience in planning, civil engineering, grant or contract administration. Facilities management or community development; OR;
b)
Graduation from high school or possession of a high school equivalency diploma and six (6) years of administrative experience in planning, civil engineering, grant or contract administration, facilities management or community development;
OR
c)
An equivalent combination of training and experience as defined by the limits of (a) and (b).
