DCC is a 501(c)(3) partner organization of Commerce Chenango. Established as a local development corporation and public authority, and serving as Chenango County’s contract agency for economic development, DCC supports the economic development needs of Chenango County by providing resources and assistance to businesses, communities, and development initiatives throughout the region.
The Chenango Vacant Rental Revitalization Program is funded through New York State Homes and Community Renewal (HCR) and is intended to assist in returning vacant residential rental units to productive use through rehabilitation and revitalization efforts across Chenango County.
All proposals must be received by email on or before June 9, 2026, at 4:00 PM local time. In addition, one sealed hard copy must be submitted to 19 East Main Street, Norwich, NY 13815 and postmarked by the same deadline. Late proposals will not be considered. Administration Services
A. INTRODUCTION:
Development Chenango Corporation (DCC) is seeking proposals from qualified consultants or firms to administer the Chenango Vacant Rental Revitalization Program (CVRRP), funded through New York State Homes and Community Renewal (HCR).The purpose of the program is to return vacant residential rental units to productive use through rehabilitation assistance to eligible property owners throughout Chenango County.DCC is requesting proposals from firms with demonstrated experience administering state and federally funded housing rehabilitation, community development, or similar revitalization programs.
B. PROJECT OVERVIEW:
Development Chenango Corporation (DCC) has been awarded $750,000 through New York State Homes and Community Renewal (HCR) to administer the Chenango Vacant Rental Revitalization Program (CVRRP). The program is intended to support the rehabilitation and revitalization of vacant residential rental units throughout Chenango County, New York, with an anticipated goal of assisting approximately nine (9) units.
DCC is seeking a qualified consultant or firm to provide program administration services and assist with the successful implementation of the CVRRP. The selected consultant will work closely with DCC staff to ensure the program is administered in accordance with all applicable HCR requirements, guidelines, and reporting standards. Responsibilities are expected to include program setup, applicant intake and eligibility review, construction and
contractor coordination, compliance monitoring, financial tracking, reporting, and program closeout activities.
C. SCOPE OF SERVICES:
The selected consultant will be expected to provide comprehensive program administration services, including but not limited to:
1. Program Setup and Administration
• Assist with program launch and implementation
• Develop program guidelines, intake forms, and compliance procedures
• Coordinate with DCC staff and HCR representatives
2. Applicant Intake and Eligibility
• Conduct applicant intake and application review
• Verify eligibility requirements
• Maintain complete participant files
3. Environmental and Regulatory Compliance
• Ensure compliance with all HCR requirements
• Coordinate environmental review requirements, if applicable
• Ensure compliance with procurement and labor standards
4. Construction Oversight
• Assist with development of work specifications
• Coordinate bid solicitation and contractor procurement
• Review contractor qualifications
• Monitor construction progress
• Conduct inspections and approve payment requests
5. Financial Administration
• Prepare reimbursement requests and required reporting documentation
• Track project budgets and expenditures
• Maintain financial records necessary for audit and compliance purposes
6. Reporting and Closeout
• Prepare all required reports to HCR
• Assist with program closeout documentation
• Maintain records retention requirements
D. QUALIFICATIONS:
Proposals should demonstrate:
• Experience administering HCR-funded housing programs
• Knowledge of New York State housing rehabilitation requirements
• Experience with grant compliance and reporting
• Familiarity with procurement and contractor oversight
• Capacity to administer projects within Chenango County
• Preference may be given to firms with prior experience administering Vacant Rental
Program (VRP), CDBG, HOME, or similar housing rehabilitation initiatives.
E. PROPOSAL REQUIREMENTS:
Proposals should include the following:
1. Firm Profile: Provide a detailed overview of your firm, including relevant experience administering housing rehabilitation, vacant rental, community development, or similar state and federally funded programs. Include team qualifications and examples of comparable projects completed for municipalities, local development corporations, or nonprofit organizations.
2. Project Approach: Describe your proposed methodology for administering the Chenango Vacant Rental Revitalization Program (CVRRP), including applicant intake, eligibility review, contractor procurement assistance, construction oversight, compliance monitoring, reporting, and project closeout. Include a proposed timeline and key milestones for program implementation and delivery.
3. Team Composition: Identify key personnel who will be assigned to the project and outline their qualifications, certifications, and relevant experience with HCR, CDBG, HOME, or similar housing rehabilitation programs. Include any proposed Minority and Women-Owned Business Enterprise (M/WBE) participation.
4. Budget Breakdown: Submit a proposed compensation and reimbursable budget outlining all anticipated project costs, including personnel, travel, inspections, administrative expenses, and other related costs. The overall cost shall not exceed $75,000 without prior written consent from DCC.
5. Funding Source and Compliance: This program is funded through a grant awarded by New York State Homes and Community Renewal (HCR). The selected consultant will be required to comply with all applicable program requirements, grant conditions, reporting standards, procurement requirements, and any other applicable state and federal regulations associated with the funding.
6. Client References: Please provide names and contact information for at least five (5) recent or current clients for whom similar services have been performed.DCC reserves the right to reject any or all proposals and to negotiate with the selected respondent.
F. SCHEDULE:
DCC will accept proposals until June 9, 2026, at 4:00pm. These will be reviewed within the next week. Interviews (in person or virtual) will be held as desired by the Project Committee. Consultant Selection will be made no later than June 23, 2026, and a contract will be signed by June 30, 2026. We anticipate the selected Consultant to begin the project by the end of July 2026 and complete the program within twenty-four (24) months.
