Description
The Capital Region Transportation Council (Transportation Council) is the Metropolitan Planning Organization (MPO) for New York’s Capital Region based in Albany, New York. The Transportation Council works with Federal, State, regional, and local government partners to plan for and implement a safe, resilient, and modern transportation system.
We are seeking a Transportation Analyst/Transportation Engineer to support our travel demand modeling, capital program, safety, and other program areas, as assigned. The Transportation Analyst/Transportation Engineer will be supervised by the Executive Director and the Director of Transportation Operations.
Ideal candidates are excellent communicators and self-starters, passionate about planning for a multi-modal regional transportation system, and capable of managing multiple tasks concurrently with a minimal amount of supervision.
Minimum Qualifications
• Master’s degree in civil engineering, transportation planning, information technology, urban and regional planning, or in a closely related degree field with internship or completed coursework experience in transportation planning, travel demand modeling, computer science, statistics, and/or geographic information systems; OR
• Bachelor’s degree in civil engineering, transportation planning, information technology, urban and regional planning, or in a closely related degree field with two (2) years of professional planning and/or travel demand modeling experience; OR
• An equivalent combination of training and experience as defined above.

Relevant Skills
• Experience with travel demand modeling software for network development and editing and forecasting highway and transit performance. Familiarity with VISUM is a plus. • Experience with data processing, statistical data analysis, data mining, and data visualization.
• Familiarity with Power BI, Tableau or similar software is a plus.
• Familiarity with ArcGIS or similar GIS/spatial analysis tools.
• Familiarity with transportation ‘big-data’ platforms such as Replica or Streetlight is a plus. • Experience with traffic simulation software such as Synchro, VISSIM, or similar software. • Strong research, report writing, and presentation skills.
• Ability to synthesize technical information in a useable way that facilitates good policy and planning decisions.
• Strong organizational and time management skills.
• Ability to manage multiple tasks simultaneously.
• Ability to establish and maintain effective working relationships with internal and external stakeholders.
• Proficiency with Microsoft Office 365 and database management software. Responsibilities
• Support the update and maintenance of the regional travel demand model, VISUM. • Support the use of VISUM and other modeling tools such as Replica.
• Assist in the development and maintenance of major Transportation Council products including the capital program known as the Transportation Improvement Program. • Assist with the management of consultant led planning activities including developing Requests for Proposals, Requests for Expressions of Interest, reviewing consultant proposals, and reviewing consultant developed products.
• Support safety, operations, and congestion management planning initiatives. • Support Transportation Council advisory committee and/or task force meetings. • Prepare and review planning documents including text, tables, and graphs. • Facilitate coordination between municipalities, regional agencies, and state agencies on planning issues and activities.
• Provide technical information and planning assistance to member municipalities regarding land use and transportation planning.
• Represent the Transportation Council at public meetings, project meetings, and other events.
