RFP: Code Enforcement Study for Genesee County

Scope of Services

Genesee County seeks proposals from qualified consulting firms to study options for improving building and zoning code enforcement across the County. The study should determine and present the feasibility of multiple strategies, including potential consolidation, to enhance efficiency and effectiveness in code enforcement for the County and its municipalities.

 

Other Details

The County is evaluating practical steps to strengthen code enforcement, drawing on models successfully implemented in other New York counties. A unified or shared approach could deliver economies of scale, improved service delivery, and greater overall effectiveness.

 

Notes

Genesee County consists of 20 primarily rural municipalities (excluding the portion of the Village of Attica within the County). Currently, most municipalities manage code enforcement independently or rely on limited shared resources, leading to inconsistency, confusion, and unnecessary costs. Many municipalities face challenges in maintaining qualified personnel—such as engineers for application reviews, inspectors for ongoing compliance, and planning and zoning boards for code implementation and interpretation. These shortages make it difficult for property owners to understand regulations, resulting in sporadic and often inconsistent enforcement.
