Town of Berkshire located in Tioga County, NY George Smith Park Master Plan

Introduction

The Town of Berkshire has been awarded an Appalachian Regional Commission READY Local Government grant to develop a master plan for George Smith Park. Therefore, the Town of Berkshire is seeking proposals from experienced firms to conduct an overall assessment of George Smith Park and produce a Master Plan that will be a comprehensive guide for development of the park. The assessment will examine the existing facilities, infrastructure, amenities, and parking. The assessment plan development must also engage the community. The Master Plan will identify projects and lay out a concept design for development of George Smith Park that will increase community and visitor use.

Background

The Town of Berkshire has an unincorporated hamlet area in the center of the town. Within this hamlet there exists George Smith Memorial Park. George Smith Memorial Park has direct yet inconspicuous access from NY State Route 38. The Berkshire Town Board indicates that the property owner adjacent to the north of the Park property could be willing to sell some of their land to the Town if desired to expand the park (please see attached GIS map).

Project Description

George Smith Memorial Park holds a tremendous opportunity to enhance the community and quality of life for Berkshire residents. The George Smith Memorial Park Master Plan project will require the contracted firm to work closely with the Town of Berkshire, community and youth organizations, other partner organizations, and residents. The Park needs more and a variety of amenities, designed for differing age groups. The final George Smith Memorial Park Master Plan will identify projects to develop infrastructure, amenities, as well as how to sustain usage by all ages.
