Job Opening: Director of Business Attraction, Greene County Human Resources Department

This is a full-time, provisional appointment.  Permanent appointment will be contingent upon Civil Service examination.   

The Director of Business Attraction represents the interests of the County in economic development activities, including: the attraction of new business and capital investment as well as the retention and expansion of existing businesses; revolving loan fund origination and underwriting; portfolio management; strategic planning; marketing and advertising. The Director of Business Attraction works with the County’s Economic Development Corporation and the Greene County Industrial Development Agency as needed and directed. The Director of Business Attraction is required to maintain strict confidentiality in County-to-Business client relationships. Wide leeway is allowed for the use of independent judgment. The Director of Business Attraction reports to the Deputy County Administrator, and coordinates economic development initiatives with the Director of Economic Development and Planning, and marketing and advertising strategies with the Director of Business Marketing. Performs related duties as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICSThorough knowledge of economic development financing, profit and loss statements, business plans, loan origination and underwriting, portfolio management, and relevant state and federal codes of regulations; thorough knowledge of the methods and techniques used in business development; good knowledge of the County tax structure; good knowledge of governmental operations, laws and related rules; good knowledge of the geography of the County as it relates to the siting and attraction of businesses; ability to establish and maintain an effective working relationship between businesses, public officials and the public; ability to communicate effectively both orally and in writing; strong interpersonal, project management, organizational, analytical, communication, report writing, negotiation, problem-solving, public relations and public speaking skills; and professional business appearance.

MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and: 

A.    Graduation from a regionally accredited or New York State registered four year college or university with a Master’s Degree in Economic Development, Business Administration, Economics, Community Development, Planning or closely related field and four (4) years of progressively responsible experience in an Economic Development/Community Development/Planning Organization, Industrial or Local Development Corporation, Commercial/Industrial Real Estate, Planning or Economic Development Consulting, which must include specific experience in Loan Fund Underwriting and Portfolio Management.

OR

B.    Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor’s Degree in Economic Development, Business Administration, Economics, Community Development, Planning or closely related field and six (6) years related professional work experience in an Economic Development/Community Development/Planning Organization, Industrial or Local Development Corporation, Commercial/Industrial Real Estate, Planning or Economic Development Consulting, which must include specific experience in Loan Fund Underwriting and Portfolio Management.

OR

C.    An equivalent combination of training and experience. 

NOTE: This is not a requirement for the position; however, this position would be ideally suited for an individual that has obtained certification from the IEDC as a certified Economic Developer (CEcD), or similar professional certifications as evidence in demonstrating the core proficiencies of the profession.
