This is a full-time, provisional appointment. Permanent appointment will be contingent upon Civil Service examination.
The incumbent in this position performs professional planning work of the highest level of complexity and responsibility with minimal supervision from the Planning Director. This position involves a diverse range of technical duties and requires participation in the formulation, coordination and administration of the various projects undertaken by the Planning Department. The incumbent is given wide latitude to exercise independent judgment in most operational matters and to consult with the Director on decisions involving policy or significant determinations. The Principal Planner serves as the most senior planning position within the Department and may act as the Planning Director on occasion. Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough project management, budgeting and project administration skills; thorough knowledge of urban planning and development and local government policies and procedures; thorough knowledge of specialization such as housing, zoning, economic development, and/or capital projects management; thorough knowledge of legislation, current problems and professional literature related to municipal planning and administration; thorough knowledge of research methods and statistical principles related to urban growth and development; good knowledge of the methods and techniques of grant writing and grant administration and a thorough knowledge of funding sources available through the State of New York; good knowledge and the ability to operate and use computer hardware and software programs, which may include Microsoft Office, Internet applications, Geographic Information Systems, and database management; ability to prepare reports and present presentations in an effective and technical manner; ability to make professional judgments which require advanced and technical knowledge and skills; ability to prepare and maintain complex reports, proposals and plans; ability to be Innovative in recognizing and adopting measures to solve complicated problems; ability to communicate effectively both orally and in writing; ability to develop and maintain working relationships with staff, general public and outside agencies; ability to act in the capacity of planning and/or project manager on various functions or projects; ability to comprehend and understand complex oral and written directions and technical and legal materials; initiative, resourcefulness and detailed oriented.
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Planning, Urban and Environmental Studies, Architecture, Landscape Architecture or Engineering, or a closely related field, and five (5) years of professional experience in municipal, community or regional planning or related work;
B. Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Planning, Urban and Environmental Studies, Architecture, Landscape Architecture or Engineering, or a closely related field, and four (4) years of professional experience in municipal, community or regional planning or related work;
