Montgomery County will engage an economic development consultant, possibly in conjunction with an engineering firm to conduct a feasibility study of the proposed culinary incubator. The consultant team will report to and be guided by the Advisory Committee. The consultant’s work will include an analysis of comparable culinary incubator models; interviews with potential tenants and partners; site identification and evaluation; an analysis of the funding necessary to develop and operate the incubator; and the development of a strategic plan for the facility with concise recommendations with respect to ownership, management, financing, marketing, and operations.
