The City of Rochester is seeking a Manager of Planning. Typical work activities of the position include:

  • Supervises and participates in the development, preparation and periodic update of the City's Comprehensive Master Plan and/or Zoning Code;
  • Reviews and evaluates City development activities and identifies the required actions of various City agencies to ensure conformance with the policy objectives of the City's Comprehensive Plan;
  • Provides advice or technical assistance to the Commissioner of Neighborhood and Business Development on urban planning and design considerations, planning projects, studies and activities including but not limited to land-use, zoning and environmental issues, and planning policies and objectives;
  • Coordinates, supervises, or participates in the development, preparation and update of major waterfront planning studies for the City including specific responsibility for the Local Waterfront Revitalization Program (LWRP);
  • Supervises and coordinates special area planning projects, maintaining lines of communication with affected neighborhood groups, participating departments, etc.;
  • Prepares speeches, recommendations and written policy statements on planning-related issues, for presentation by government officials or to the City Planning Commission, Zoning Board of Appeals and City Council;
  • Acts as team leader on specified projects, to define project objectives, select team members, and develop planning and policy proposals;
  • Directs the research and planning activities and professional/technical development of the professional planning staff;
  • Participates in the development and review of the City's Capital Improvement Program;
  • Supervises the collection and maintenance of demographic, economic and physical data issues for use by the Department and various other City agencies;
  • Supervises and directs the activities of the divisions' Geographic Information System (GIS) professional staff, and coordinates provision of GIS services to City departments and bureaus;
  • Establishes and directs appropriate techniques for evaluating data and information, such as related to population demographics, economic forecasts, regulatory changes, development proposals by public and private sector and other emerging trends, and to identify trends or other situations that may affect City planning policies and objectives.

The County of Orleans, working in partnership with the New York State Department of State, is requesting proposals from qualified planning firms to prepare an update to a Local Waterfront Revitalization Program (LWRP) for the three municipalities (Kendall, Yates, and Carlton) located along Lake Ontario. The updated LWRP will address issues such as community revitalization, erosion, transportation infrastructure, water quality, and harbor management. New York State MWBE goals apply to this project and consultants are encouraged to subcontract, form joint ventures and partnerships, and collaborate to assemble a consultant team that satisfies MWBE goals of 15% WBE and 15% MBE.

The Genesee County is interested in a Housing Needs Assessment and Market Analysis that will help housing providers, municipalities, Genesee County agencies and not-for-profit organizations to better understand existing housing market and the needs of residents. It will consider location of future housing opportunities in relation to Genesee County’s Smart Growth Development Areas and transportation connectivity to jobs and services. The study is intended to guide County and municipal housing policies and assist private and public housing providers to design projects that meet the housing needs of seniors, veterans, persons with disabilities and low- and moderate income households as well as the full spectrum of middle income (lower, middle, upper) households. This information will be used to update municipal comprehensive plans and help direct the development community to bring project proposals to the County that are appropriate to meet the demand.
