The City of Rochester is seeking a Manager of Planning. Typical work activities of the position include:

  • Supervises and participates in the development, preparation and periodic update of the City's Comprehensive Master Plan and/or Zoning Code;
  • Reviews and evaluates City development activities and identifies the required actions of various City agencies to ensure conformance with the policy objectives of the City's Comprehensive Plan;
  • Provides advice or technical assistance to the Commissioner of Neighborhood and Business Development on urban planning and design considerations, planning projects, studies and activities including but not limited to land-use, zoning and environmental issues, and planning policies and objectives;
  • Coordinates, supervises, or participates in the development, preparation and update of major waterfront planning studies for the City including specific responsibility for the Local Waterfront Revitalization Program (LWRP);
  • Supervises and coordinates special area planning projects, maintaining lines of communication with affected neighborhood groups, participating departments, etc.;
  • Prepares speeches, recommendations and written policy statements on planning-related issues, for presentation by government officials or to the City Planning Commission, Zoning Board of Appeals and City Council;
  • Acts as team leader on specified projects, to define project objectives, select team members, and develop planning and policy proposals;
  • Directs the research and planning activities and professional/technical development of the professional planning staff;
  • Participates in the development and review of the City's Capital Improvement Program;
  • Supervises the collection and maintenance of demographic, economic and physical data issues for use by the Department and various other City agencies;
  • Supervises and directs the activities of the divisions' Geographic Information System (GIS) professional staff, and coordinates provision of GIS services to City departments and bureaus;
  • Establishes and directs appropriate techniques for evaluating data and information, such as related to population demographics, economic forecasts, regulatory changes, development proposals by public and private sector and other emerging trends, and to identify trends or other situations that may affect City planning policies and objectives.
