Community Development Planner: Town of Amherst, NY

The Town of Amherst, NY, a first-ring suburb of the City of Buffalo with a population of 122,000+, is seeking qualified candidates to lead the Planning Department’s Community Development Section.  The incumbent will be responsible for the following:

  • Primary administrative responsibility for all facets of the Town’s CDBG and HOME grant programs, including Lead Town of a HOME Consortium that includes two adjacent townships
  • Assist with analysis and development of Comprehensive Plan policies relative to future housing needs and trends
  • Develop program recommendations for the Consolidated Plan and Annual Action Plan
  • Supervise staff that administers community development programs, including housing rehabilitation, first time homebuyer, non-profit agency programs, and housing acquisition/rehabilitation programs.

The ideal candidate will have a minimum of 3 to 5 years of relevant planning and community development experience and possess the following combination of skills and knowledge:

  • Excellent problem-solving, decision-making and communication skills, along with strong interpersonal skills
  • Clear understanding of HUD regulations regarding the CDBG and HOME programs and general administrative experience with federal programs
  • Experience with organizing and developing the Consolidated Plan andAnnual  Action Plan, including e-Con Planning Suite
  • Familiarity with the Consolidated Annual Performance and Evaluation Report (CAPER), reporting schedules, HUD environmental reviews, and federal Integrated Disbursement and Information System (IDIS)
  • Familiarity with HUD’s Affirmatively Furthering Fair Housing requirements
  • Ability to conduct planning research and analysis, prepare reports; and organize/facilitate public participation
  • Grant writing and contract experience
  • Experience with demographic and other statistical data analyses
  • Understanding of Fair Housing, Disability, and Equal Opportunity laws and regulations
  • Familiarity with the Housing Choice Voucher (Section 8) rental assistance program
  • Experience preparing budgets and familiarity with budgeting principles
  • Proficiency with MS Office Outlook, Word, Excel and PowerPoint
  • ArcGIS experience desirable

Minimum qualifications: 

a)     Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor’s degree in urban, regional or municipal planning, or public administration, environmental studies, political science, sociology, municipal government, economics, geography, architecture or landscape architecture including a minimum of thirty-two (32) semester hours of courses directly related to the above fields and three (3) years of experience with city, county, or regional planning; or

b)    Graduation from a regionally accredited or New York State registered two (2) year college or university with an Associate’s degree in architectural drawing, landscape architecture or related field, supplemented by five (5) years experience in city, county or regional planning; or

c)     An equivalent combination of training and experience as defined by the limits of (a) and (b).

d)    Note that a Master’s degree in urban or regional planning may be substituted for one (1) year of experience

Salary commensurate with experience

Successful completion of a Civil Service Exam will be required at a later date.
