TITLE: Regulatory Coordinator

Essential Duties and Responsibilities:
• Maintain compliance schedules and assists in the preparation of compliance documents for multiple hydroelectric projects including SEQR, NEPA and FERC processes.
• Conduct in-house and assist with contracted environmental studies, synthesis of data, and preparation of reports. Fieldwork required.
• Conduct site-specific studies and prepare study reports for water quality, wildlife and botanical resources, wetlands resources, aesthetic resources, aquatic resources, fishery resources, recreational resources, and other similar areas of interest. Fieldwork required.
• Coordinate with the preparation and review of studies performed and study reports prepared by others.
• Coordinate and collaborate with in-house GIS, survey, and engineering staff.
• Coordinate on-going regulatory compliance activities for licensed hydroelectric projects including through construction and operation.

Qualifications:
• Master’s degree in Regional Planning.
• Bachelor’s degree in biological science or related environmental program.
• Excellent written and verbal communication skills.
• Excellent organizational skills and ability to work with strict deadlines.
• Proficient computer skills, particularly in MS Office applications (Word, Excel, and PowerPoint).
• Ability to prioritize work and multitask in a challenging small office environment on a daily basis.
• Ability to work independently as well as collaboratively.

TITLE: Planning Position with Public Involvement Emphasis
ORGANIZATION: Syracuse Metropolitan Transportation Council

The Syracuse Metropolitan Transportation Council (SMTC) is seeking qualified applicants for a transportation planning position with an emphasis on public involvement.  The SMTC is the designated Metropolitan Planning Organization (MPO) for Onondaga County and small portions of Madison and Oswego Counties.

The position requires a technical, motivated, and experienced transportation and/or planning professional. Documented knowledge and skill of current planning trends is expected.  The major work areas for this position include participating and/or leading transportation planning studies, and meeting the needs of the SMTC’s member agencies and the requisite MPO requirements.

The ideal candidate will have direct substantial experience with leading public meetings and public participation processes. Public speaking will be a significant role of this position.  Proof of applicable public participation experience and relevant writing skill will be required for those chosen to be interviewed. Working knowledge of technical software relevant to transportation planning and how it is applied to projects is a plus (e.g. Geographic Information Systems (GIS), Traffic Analysis Software, and Travel Demand Modeling software).

The position is expected to be filled at either the mid or senior level, depending on qualifications.  The current salary range is $43,000 - $57,500. The position may be filled at a higher salary level for the right individual. Starting salary will be dependent on experience and qualifications.

At a minimum, the ideal candidate shall have a four-year degree in Planning (Urban and Regional or Transportation), Civil/Traffic Engineering, or a closely related field plus a few years of directly related relevant experience. Experience with and understanding of MPO operations and processes is highly desirable.
