The CEDA mission is to foster a sustainable quality of life in Cayuga County through job retention, expansion and attraction. CEDA serves all of Cayuga County with a population of approximately 90,000, located in the beautiful Finger Lakes region of Central New York.

TITLE: Senior Planner
ORGANIZATION: City of Auburn Office of Planning & Economic Development

The City of Auburn, New York is currently seeking a qualified candidate to fill the position of Senior Planner in the Office of Planning and Economic Development. It is anticipated that there will be one (1) opening for this position. The work involves responsibility for planning, preparing, and completing projects related to economic and community development, such as business retention, housing, and neighborhood revitalization. The incumbent maybe assigned to lead major projects or complete phases of projects.  The work also involves the coordination of grant and city-funded activities with other city departments, collecting and analyzing data, and preparing documents necessary for community and economic development activities.  Supervision may be a responsibility of the position.

The title of Senior Planner is a competitive position, requiring applicants to meet minimum qualifications established for the position and successfully meet civil service examination requirements. THIS IS A PROVISIONAL APPOINTMENT. An exam is anticipated for November 2010.

Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in planning, landscape architecture, public administration, economics or a related field and one (1) year of experience in municipal, community or regional planning; or

TITLE: GIS Technician
ORGANIZATION: Southern Tier Central Regional Planning and Development Board

An opening for a temporary GIS Technician is available immediately at Southern Tier Central Regional Planning and Development Board.  This is a 12 to 16 month position with potential for a permanent position.

RESPONSIBILITIES: STC is seeking a GIS Technician to assume responsibility for designing, creating and updating a variety of GIS data bases and maps, and assisting with the development, maintenance and operation of a Geographic Information System (GIS). Responsibilities include data management, design and creation of maps, and possible field work to verify map data. The work is performed under the general supervision of a GIS Specialist. Independent judgment is encouraged for carrying out the details of the work. Will do other related work as required. Applicant must possess excellent oral and written communication skills. Applicants are requested to provide writing and mapping samples.

MINIMUM QUALIFICATIONS:

a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree, Bachelor’s degree, or Master’s degree in Geographic Information Systems, Geospatial Technology, Photogrammetry/Remote Sensing, Geography, or a closely related field with similar course curriculum. Said degree shall have included at least 16 credit hours in any combination of Cartography, Photogrammetry, Geographic Information Systems, Remote Sensing, and/or Surveying; or

b) Successful completion of a GIS Certificate Program from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant GIS Certificates. The coursework for said certificate shall have included at least 16 credit hours in any combination of Cartography, Photogrammetry, Geographic Information Systems, Remote Sensing, and/or Surveying; or

c) Graduation from high school or possession of a high school equivalency diploma, and possession of a GIS Professional Certification (GISP) from the GIS Certification Institute; or

d) Graduation from high school or possession of a high school equivalency diploma and two (2) years of full-time paid experience, or its part-time paid equivalent, creating and editing geographic data, computer mapping, performing GIS analysis, using a GIS or other computerized mapping system, or training others in the use of GIS or other computerized mapping systems; or

e) An equivalent combination of training and experience as defined by the limits of (a) through (d) above.

SPECIAL REQUIREMENT: Possession of a valid New York State driver’s license appropriate to the vehicles operated or otherwise demonstrate the ability to meet the transportation needs of the job.

TITLE: Planner/GIS Analyst
ORGANIZATION: CNY Regional Planning & Development Board

The Central New York Regional Planning & Development Board is seeking applicants for a full time Planner/GIS Analyst position to work in the agency’s Environmental Management Program. 

Qualified applicants must have graduated from an accredited college or university with a baccalaureate degree or higher in regional/urban planning, environmental management, GIS or closely related field, plus a minimum of two (2) years of relevant experience. Excellent ARC GIS skills are of particular interest.

Applicants must understand the relationship between land use and water resources management, have the knowledge and experience needed to apply the principles, practices, and methods employed in professional planning work, and demonstrate strong interpersonal communications skills.  In addition, GIS activities will require the full range of skills including: data creation, editing, and QA/QC; analysis; problem solving; and excellent cartographic skills. 

Essential GIS Skills Include:

TITLE: Associate Planner

This is a beginning professional level position responsible for assisting with and coordinating a variety of municipal, regional or community planning projects and activities. Activities include, but are not limited to program planning, reporting and program evaluation, technical writing and office operations management. The incumbent will assist the County Planning Director in completing projects to implement Tioga County’s 2010 Strategic Plan, Agriculture and Farmland Protection Plan, Infrastructure Master Plan, Housing Market Assessment and any other applicable plans as well as integrating this work with the goals of Economic Development. The work requires frequent contact with the general public and municipal officials and necessitates accuracy and the utilization of confidential data. Work is performed under the general direction of the Director of Economic Development and Planning and direct supervision by the County Planning Director with wide leeway provided for the use of independent professional judgment. Does related work as required.

TITLE: Transportation Planning Position
ORGANIZATION: Syracuse Metropolitan Transportation Council

The Syracuse Metropolitan Transportation Council (SMTC) is seeking qualified applicants for a transportation planning position.  The SMTC is the designated Metropolitan Planning Organization (MPO) for Onondaga County and small portions of Madison and Oswego Counties. Experience or familiarity with the MPO processes is highly desirable.

The position is expected to be filled at the Transportation Planner Level, depending on the applicant pool’s match for the agency’s needs.  The current salary range for a mid level position is $43,000 - $48,000. Starting salary will be dependent on experience and qualifications.

The position requires a technical, motivated, and experienced transportation and/or planning professional. Documented knowledge and skill of current planning trends is expected. The major work areas for this position include participating and/or leading transportation planning studies, technical analysis utilizing some or all of the following: Geographic Information Systems (GIS), Traffic Analysis Software, and Travel Demand Modeling, and meeting the needs of the SMTC’s member agencies and the requisite MPO requirements. Direct experience with public meetings and public participation is a plus. Proof of relevant writing skill (writing samples) will be required for those chosen to be interviewed.

At a minimum, the ideal candidate shall have a four-year degree in Planning (Urban and Regional or Transportation), Civil/Traffic Engineering, or a closely related field plus some directly related relevant experience. Experience with and understanding of MPO operations and processes is a definite plus. TITLE: Energy Planner
ORGANIZATION: Central New York Regional Planning and Development Board

The Central New York Regional Planning and Development Board seeks applicants for a full-time planning position in the agency’s Energy Management Program. 

The primary goal of the CNY RPDB's Energy Management program is to promote the use of energy conservation and climate change mitigation measures and development of alternative energy projects in Central New York.  The person hired for this position will be actively engaged in energy and climate change planning throughout the region, and will serve as a regional information and planning resource to planners working in their communities to ensure that energy and climate change issues are addressed through comprehensive planning initiatives and municipal ordinances.  The position will also play a key role in the CNY RPDB’s efforts to develop alternative energy projects throughout the region, including a community wind farm, biomass energy facilities, and a regional district cooling system.     

The Energy Planner will also participate as a Regional Coordinator for NYSERDA’s Energy $martSM Communities Program.  Regional Coordinators play a critical role in creating and implementing creative new strategies to promote NYSERDA’s energy efficiency and renewable energy programs that will assist NYSERDA in reaching its goal in the “45 x 15” Initiative, thus obtaining 45% of New York’s electricity needs through improved energy efficiency and clean renewable energy by 2015.  To accomplish this goal, Regional Coordinators are expected to partner with local agencies and organizations to conduct outreach and increase awareness of NYSERDA programs and incentives among home owners, community leaders, businesses and the general public, thereby increasing participation in NYSERDA programs throughout their region.  Regional Coordinators also promote to and recruit builders, contractors, retailers, realtors, code officials, architects, engineers and others into NYSERDA’s residential, commercial/industrial and R&D programs.
