TITLE: Senior Planner

The Central New York Regional Planning and Development Board is seeking applicants for a full-time planning position to work in the agency’s community development and comprehensive planning program.

TITLE: Coastal Energy Facility Review Specialist
ORGANIZATION: NYS DOS Division of Coastal Resources

Background: A qualified individual is sought to review and recommend decisions regarding energy facility proposals affecting land and water uses and natural resources in New York's coastal area. Energy facilities include, but are not limited to, power generation facilities, facilities using renewable energy technologies, petroleum and LNG storage and pipeline facilities, and electric distribution systems. Proposed facilities and activities associated with them are reviewed for their consistency with the policies of the State Coastal Management Program (CMP) and approved Local Waterfront Revitalization Programs (LWRPs). The individual will receive training in the provisions of the federal Coastal Zone Management Act, the New York State Waterfront Act, and their implementing regulations, the CMP, and the interpretation and application of CMP policies and objectives in coastal consistency review and decision-making.

Responsibilities: Working out of Albany, New York, the position will have the following responsibilities:
a. Review and evaluate the effects and consistency of and coordinate reviews of proposed energy facilities that require federal agency authorizations, are directly undertaken by a federal agency, or involve financial assistance from federal agencies, with State coastal policies; propose modifications, if needed, to make the activity consistent; and prepare recommendations for consistency decisions;
b. Monitor and evaluate proposed state agency actions involving energy facilities in the coastal area and advise those agencies of State coastal policy issues and consistency requirements;
c. Assess the completeness of applications to ensure they include all information necessary to assess the effects of proposed energy facilities on coastal resources and uses and State coastal policies;
d. Communicate with applicants and federal agencies through written correspondence and other communications;
e. Provide coastal policy and procedural advice to applicants and other government agencies to ensure activities are consistent with State coastal policies;
f. Prepare decision records, memoranda, summary and special reports and conclusions, and recommended decisions regarding and indicating whether the proposed energy facilities would be consistent with, would advance, or are inconsistent with the State coastal policies; and
g. Travel to coastal areas in any or all of the Hudson River, Great Lakes, New York City and Long Island coastal regions to attend meetings and conduct site visits and evaluations of proposed energy facilities. The amount of travel could range from 10% to 20% of the individual’s time during any month.

Qualifications: Candidates must have demonstrated experience in or knowledge of: 1) energy facility siting, routing, and regulation; 2) natural resources and/or their protection and management; and 3) an understanding of local, State, and federal regulatory and other decision-making authorities and processes. Working knowledge of or experience with the National Environmental Policy and New York State Environmental Quality Review Acts and energy markets and policy is also desirable. The applicant must be detail oriented and organized with the ability to perform multiple tasks; have high verbal and written communication skills; an ability to work independently and with structured deadlines; and must be comfortable in a team environment.

Necessary qualifications include: a bachelor’s degree in marine science, marine environmental science, coastal resources management, urban or regional planning, environmental science, geology, geography, architecture, landscape architecture, natural resources, environmental engineering or civil engineering and two years of full-time work experience in: 1) energy facility planning, siting, and routing; or 2) the regulation of energy facility siting and routing; or both 1) and 2). A master’s degree in any of the preceding fields may be substituted for one year of the preceding work experience.

The starting salary for this position is $55,000 to $58,000, depending on experience. Work will be conducted for and under the supervision of the Department of State, with employment assistance through the Natural Heritage Trust.

This is a specialized professional planning position with primary work assignments focused on the areas of historic preservation, neighborhood planning and urban design. Develops and administers the work plan for the City’s historic preservation program, including regulatory, planning, educational and training functions; Provides technical assistance and administrative support to the Commission on Architecture and Urban Design (CAUD), including designation and design review as set forth in the CAUD manual and the state and federal standards; Provides technical assistance to owners of historic and architecturally significant properties; Provides technical assistance to the Planning, Housing and Community Development Department and other City offices with required state and federal project reviews, state and local environmental reviews and with the prevention treatment of historic and architecturally significant City facilities; Creates/maintains a data base of all properties within the city designated within the City historic districts and listed on the New York State and National Registers of Historic Places; Maintains and updates official maps of local historic districts; Prepares annual report of historic preservation activities as required by the New York State Certified Local Government Program and works with the State Historic Preservation Office (SHPO) on ongoing projects; Acts as the City’s representative at meetings with federal and state officials on design and implementation of the City’s historic preservation programs and projects; Coordinates and conducts neighborhood based participatory planning process and supervises preparation of neighborhood plans; Serves as liaison to City Hall for neighborhood groups with projects and activities such as playground improvements, development of recreational facilities, protection of neighborhood character and neighborhood stabilization; Acts as lead or support staff for City projects pertaining to land use, housing, accessibility, urban design and other areas of planning, including coordination with other departments, boards, committees and agencies; Researches, prepares applications and administers state, federal and regional grants;  Serves on Susquehanna Heritage Area commission as assigned; Performs miscellaneous office work and maintains records of work activities.

TITLE: Transportation Planning Position
ORGANIZATION: Syracuse Metropolitan Transportation Council

The Syracuse Metropolitan Transportation Council (SMTC) seeks qualified applicants for a transportation planning position.  The SMTC is the designated Metropolitan Planning Organization (MPO) for Onondaga County and small portions of Madison and Oswego Counties. Experience or familiarity with the MPO processes is highly desirable.

The position will be filled at either the Mid Level or Senior Planner position, depending on the applicant pool’s match for the agency’s needs.  Salary is $43,000 - $48,000 for the mid level position and position is $48,599 - $57,500 for the Senior Planner. Starting salary will be dependent on experience and qualifications.

The position requires a technical, motivated, and experienced transportation and/or planning professional.  The major work areas for this position include participating and/or leading transportation planning studies, technical analysis utilizing some or all of the following: Geographic Information Systems (GIS), Traffic Analysis Software, and Travel Demand Modeling, and meeting the needs of the SMTC’s member agencies and the requisite MPO requirements.

At a minimum, the ideal candidate shall have a four-year degree in Planning (Urban and Regional or Transportation), Civil/Traffic Engineering or a closely related field plus some directly related relevant experience. Experience and understanding with MPO operations and processes is a definite plus.
